The emerging legal cannabis industry is ramping up in virtually every corner of the globe, including Europe. Nearly every country in Europe has some form of legal cannabis industry operating within its borders now. For some countries, legal imports and exports are taking business pursuits across those same borders.
Spain is a unique country when it comes to cannabis laws and industry regulations. Cannabis is currently decriminalized in Spain, and cannabis is permitted in private settings. Medical cannabis production is legal, yet, licensed harvests can currently only be used for research purposes or export to other countries.
Adult-use and medical sales within Spain are technically illegal, although that is not to say that they don’t occur daily. The current legal framework in Spain is not conducive to some cannabis industry business pursuits. However, there are still many opportunities that currently exist.

Opening a cannabis club is in itself a business opportunity in Spain; however, it comes with a great deal of uncertainty, especially outside of the Barcelona region. Enforcement of cannabis prohibition is lax in Spain, and clubs are very popular. With that being said, every club in Spain runs the risk of being shut down at any moment, and/or the owners being prosecuted until the country’s laws are changed.
Ancillary cannabis industry endeavors are a safer investment from a time and resources standpoint. Consumption devices, tours, referral services, and other cannabis industry concepts that supplement the cannabis club model are examples of current business opportunities in Spain.

Industry limitations in Spain are a two-edged sword. Laws, rules, and regulations absolutely need to be improved in Spain to move the country from merely tolerating the cannabis industry to a position of embracing it. With Spain’s long history of being a top cannabis tourism destination and home to the greatest citizen consumption rate on earth, the industry potential is off the charts.
When the current limitations are removed, and the cannabis industry is embraced in Spain, the industry’s growth will be enormous. From that perspective, the limitations are providing entrepreneurs and investors time to get their efforts in order before the floodgates open up.
